HW Temp Question

House has Ideal Standard Gas Boiler in Utility with timer control for HW and CH, it has a temp control on boiler( numeric 1-6). Also has HW tank upstairs, which, along with taking a feed from said boiler, has a sort of electric heating element override (as best I can describe it) which is switched off. Previous owner said they used it when having lots of visitors to keep HW topped up all day. Tank also has a stat on the outside set to about 70.
During last couple of weeks, hw temp seems to have got much hotter. water coming out of taps, general level of heat radiating from hw tank. On the odd occasion when the CH has been in use, even the radiators are much hotter than they had been, even when running at full moo during the winter.
Question is, is the stat on the tank likely to be used in conjunction with the HW being fed from the boiler or is it just used with the heating element overide? "Listening" to the system when I have just the HW running, the boiler seems to fire up quite often, albeit for a minute or so at a time. When boiler is not fired up, there is a sort of low level rumble/murmur noise from within the cyclinder cupboard. When the HW switches off at teh timer, this noise stops, so I dont think the sound is water boiling, it sounds more like a pump running.
Just a bit concerned as I saw some programme years ago about dodgy HW tanks feeding back into the loft water tank and the loft tank melting, spewing boiling water all over the place.

If the CH is off and the problem is still there then duff stat on the side of the tank gets my vote.
The thermostat also controls a valve which directs heated water being pumped from the boiler (yes, that is the hum in the cupboard) to either the central heating or the tank depending on which system wants heat. If your tank is getting hot and you also have the central heating on then the valve my be jammed/faulty.
