Wasp nest in neighbour's property

More of a legal q i think.
We have a neighbour who is refusing to remove a wasp infestation in her loft, its causing us massive problems in the mornings as they seem to get in through every bloody gap there is in the property (18th Century cottage)
She isn't bothered as she doesn't actually live in the property and its making our lives unbearable at the moment, council wont do anything as its on a neighbour's property, what recourse do we have having given her plenty of opportunity to remove it, we're dreading next year when we know they will return !

So it's empty rather than rented out?Call a pest control chap and get him to do it from the outside while she's away. They won't need access really.
Another thing you could do is buy an artificial wasp nest (hear me out...!) it's one of the latest pest prevention things. Put it near to where the wasps are coming in and out (again, when she's away) and wasps will not build another nest.
