Quick question for plumbing/heating/gas experts

Afternoon all,
A quick question if I may.
I currently live in a large 1930s semi-detached house which has a larder/pantry under the stairs with the door to it in the kitchen. Inside this little space is my gas meter (unlike many newer properties where they are outside).
The larder/pantry has an air vent on the wall which allows ventilation to the outside, but in the winter it makes the room (and consequently the kitchen) cold.
What I want to know is - can/should I board up the vent, bearing in mind that the gas meter is in there? I don't want to risk poisoning/explosion shennanigans!

Gas meter under the stairs here. Stairs are in the middle of the house so no venting possible (except to an adjacent room). Been like that since the house was built 50 years ago and we're still he.... 
It's the combustion product (Carbon Monoxide) rather than the gas itself which is the problem as leaking gas can be smelt but the CO is odourless.
