Does one require a HIPS pack if you aren't going through an estate agent. What happens if someone knocks on the door, asks if you're selling, you say actually I was thinking about it, they say good. You sell house.

Very strange situation!! But I wont complain.

If you haven't marketed the property then no HIP requred. You will however require an EPC (Energy Performance Certificate).

I know because we P/X'd our house and had exactly this situation.

you ned one if you 'market' a property. through an estate agent or not.

I don't think this is correct for a private sale. It looks like the developer you P/xd your house with got you to pay for an EPC so that he wouldn't need to buy one when he came to marketing your house, probably their part-ex terms and conditions (sneaky Bxxxards). There is no legal requirement to get a stand alone EPC.

There is now - every property transaction (other than a very few exceptions) whether commercial or residential requires the seller to provide an EPC. Not that there's been any enforcement of this as far as I can see, yet.

Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007

The EPB Regulations 2007, which implement Articles 7, 9 and 10 of the EPB Directive, were laid before Parliament on 29 March 2007 and apply to commercial and residential buildings in England and Wales. This was applied to all properties in a phased introduction, but residential properties have been caught since 1 October 2008.

TBH if you are just a normal person selling a house without a HIP I doubt the authorities would care- your problem would probably be the person who is buying it wanting the info

As someone else has mentioned, you do now have to get an EPC regardless.
