When does it cross over from having/using permitted development to needing planning permission?

We were thinking of having some kind of conservatory, quite simple,Square in design, flat sloping roof, approx 3.6 x 3.6m.
one side flank will be a wall instead of glass, the opposite will be part existing wall of house and 1 panel of glass.Front was to be glass with double french doors.

However, I was thinking of having both flanks as a wall, with the front having bifolding doors. The roof will be solid flat either felted, tiled or some sort resin coat. It could have a small atrium style feature, or maybe a couple of veluxes...
If i go down this latter route, is that something that would need permission?
Or does that fall within permitted development?

If its detached then you can out the rear by up to 4 metres as long as you keep it under 4 metres in height!

Do'nt forget Building Regulations, to be exempt it must have a tranlusent roof covering. What you discribe would sound like an 'extension' and need BR approval.
