Caravan in Council House

Council house (four beds) a few houses down from me, currently housing two parents and three children, has just had their eldest son, his girlfriend and baby return. They've gone and got themselves a caravan and plonked it on their drive, hung a cable out the kitchen window, and now the returned son is living in it. Is this allowed?
Might give Moat Housing a bell. Not that they've ever been any use before. The son is a nasty piece of work though, so I'll need to be careful about it. He squared up to my neighbour (who backed down) because my neighbour asked him not to park in front of his house, where he normally parks. In retaliation, and even with his gf and child in the car, he skids his BMW right up to the guys fence every time he (still) parks there.

The terraced housing makes that a dangerous idea, being part of it! Although, that didn't stop the woman a few streets over from trying to commit suicide by leaving the gas on and blowing herself up...Set it on fire, preferably with him in it (not CVM, the tosser down the road).

I suppose it's cheaper than the tax payer paying for another council house.Fort Jefferson said:

, they rented that out as it had 5 bedrooms .Certainly can have a caravan as long as it not self sufficient and is purely for family members , ie not rented out , they would just have to demonstrate that they use the kitchen and or bathroom facilities in the main house .
The council may have some restrictive conditions so that will probably be where the caravan fails to comply
