Upstairs heating and cooling

In my house during the winter the upstairs was freezing. I had the radiators on full and it didn't really make much of a differance. Downstairs was great and it held the heat unless I left the internal doors open and the cold upstairs would cool the whole house.
Not it's hot in the day the upstairs is boiling all day and night long. I have tried leaving the windows open but I can't really sleep like that as it backs onto a busy road and being essex there are a fair amount of noisy cars all through the night.
What can I do to fix this? I'm fairly good with practical problems but only being a home owner for 9 months house related problems are an area I have little knowledge in.

It should help but, short of installing Air Conditioning, it will never be that cool in the hotter months.
To help in keeping the house cool; keep curtains/blinds closed during direct sunlight. Try to keep a cross draught by opening the windows (slightly on the traffic side) in the evenings.
