How much should architect/technician cost ?

It's not that the fee scaling is necessarily a scam, just one way of calculating a fee. Trust me, you'd rather do that than sign a reimbursable contract with any of your consultants...
OP, if I were you, I'd try to get an Architect/technician to do a homer for you.
I designed my barn conversion myself (350m2 for comparison) and did my own sketches for initial planning, got a friend (RIBA) to do all the drawings for planning and warrant. That was £1500 at mates rates. I did a measured survey myself (hired some fricken lasers - £50) and got a structural engineer to do my lintols, floor and soakaway calcs which was about £1000.
So including planning and warrant fees I was around £2500 all-in.
I managed the build myself.
Warrant drawings should be sufficient for a decent builder to complete the work.
ETA: The architect did most of the fabric (insulation, windows, services etc etc) specs too for that price.

Ignoring PM. I would expect an architect to be charging somewhere in the region of £5-10k (plus vat) for planning and warrant. Engineers fees will be over and above. That's for NE Scotland mind you, not sure how the rates compare.To be honest, it's not difficult though. Get yourself a copy of the building regs and the local development plan or planning guidance. Have a look at local buildings to see what's there, find some precedents. Do some sketches and speak to the planning department yourself first. No point paying £100/hr for an architect to do the pi$$-easy stuff you can easily do yourself.
