I'm not a spark but that sounds about right, you'll probably find it's connected into a 5A fused spur at the other end.

If you don't have RCDs on your consumer unit, fitting a boiler isn't going to require an upgrade to them

If a new system is being wired it will need to be RCD protected. If the circuit in the board is RCD protected then all is well. Otherwise an RCD needs to be fitted at the start of the new wiring (with a few exceptions).

If your just replacing components then not an issue, unless unsafe (generally).
