Exterior Hardwood: Cleaning & Oiling

I hope the PH collective may be able to help me.
In my garden I have used a quality hardwood decking material to clad an unsightly cement wall. The wood's been in place for about 3 years.
Stupidly I didn't oil the wood last Autumn before winter set in and I still haven't. The appearance of the wood is now very weathered, some 'green' patches created by water, etc.
My question is:
Is it OK to sand off the green patches (or the entire cladding) before applying the oil with a cloth (as the instructions on the tin say)?
