How to deal with this - wheeliebins & neighbours

Where I live there is a private access road going between my house and the neighbour's, it is used for accessing properties and parking at the rear of the site.
The road as I've said is used for access but what has been done is that a psuedo crash barrier has been created against the other house opposite mine by using wheeliebins, this then forces cars / vans to run very close to my wall which has resulted in chimney flue damage, gas pipe damage and brickwork damage, so much so that we are having to chop a load of bricks out next weekend and renew parts of the house wall.
Obviously when anyone strikes my house with a vehicle they let me know about it
The bins have at reduced the width of the road by about 3ft.
Council are not interested as its a private road and no one on the site is interested either. No one gives a f*ck.
My idea was to put all the bins in a van and dump them outside the council offices? Worth it?

My house in red, road in grey and bins in green.
About 10 bins in total a lot of them have been taken from empty houses, hence the high number.
I would like some lounge replies not SP&L so I can at least have a laugh at 90% of the ideas.

Bung the bin men a few quid to stick them out on the road when they are done rather than back down the road next to your house.
failing that sick a note on top of each of the bins asking them politely not to leave bins down that road, job done.

The problem with having the bins against my side is that when the scruffy b
ds chuck the rubbish in and the bag splits it goes all up the wall or on the floor. Bins are also useful for step ups to jump our fences too. I await one catching fire that would be nice :-)

This has been discussed, the only problem being that armco looks a bit unsightly for a house, but if something nicer can be found this will be the ultimate step I think. The only thing is finding out who is responsible for the private road? It would have to be broken to erect said barrier.
Paying the binmen is a good idea.

Cheaper than armco and less unsightly.
