Communial heating system ?

The housing estate I live on has a Communial heating system which supplies heat and hot water, it is over 30 years old and the boilers are up for replacment and the system supplies around 500 properties.
As a homeowner I pay a standing charge of around £180 a year (I cant escape this as it is in my deeds in the form of a covenant).
I am and have been for a number of years disconnected from the system by personal choice as it was very expensive and unreliable in the winter months, I currently have a Hot water cylinder with immersion for hot water and heat comes from electric fires when needed, not ideal but a lot chepaer than what my neighbours pay for their hot water and heating, some in excess of £40 a month.
I attended a meeting last night with the local council and many other homeowners who are concerned at the cost for boiler replacement which may run into £££££'s.
My question is as I am disconnected obviously I do not want to pay but if the covenant stands will I have to pay my share ?
The covenant says to pay all monies to "abc" who are now defunct and "xyz" have been billing us for the standing charge for a number of years.
