Electric rads - gel, oil, panel???

We need a decent electric radiator to replace a broken one in our retail business (no gas). Currently we have one of those Gel filled rads which are quite expensive and not the warmest, so what would you recommend? It needs to be a max of 1' tall as it'll be going below a large bay window and ideally able to connect to a remote thermostat timer unit.
Are the gel filled rads actually worth the outlay or are they more of an emporers new clothes design and we'd be just as well off with a cheaper oil filled unit?
