HELP - Skip parking issue

Hi All,
I have a real problem on my hands.
I want to start a building project on a mid-terrace town house on a high street, in Medway Kent.
The is no rear access and the high street has double yellow lines.
The street is wide enough for a skip to be parked and two cars to pass in opposite directions.
How and where can I put a skip? There is no front garden either?!?
The council on the phone told me no skips on double yellows !

Is there a neighbour or the end of terrace house that has an off road parking space/piece of land? You could offer to rent it off them for however long you need the skip on it.
It might mean a short walk with a wheel barrow, but there doesn't seem to be any other way if you don't have anywhere to stockpile the rubbish and get rid in one go.

Don't the council offer dispensations? This is an example from Westminster council, I know it states vehicles but if they can offer a dispensation for a vehicle, you'd think a skip might be treated the same. The other option would be to obtain a dispensation and use a tipper to load the rubbish in.

As a matter of interest how are the Council going to give a skip a ticket? They cant clamp it, and if they take it away when its full that saves you paying the skip company!
I believe they will fine the company that supplied it if it doesn't have a valid skip permit. I doubt you'd find a skip company who would leae it on double yellows. OP - Which high street is it? If its Rochester High Street you're buggered.
