How to raise floor level by 20mm to match adjacent floors?

I am currently refitting a kitchen, after quite expensive alterations.. I have knocked through a kitchen-dining room & also relocated the kitchen to the 'old' diner. The room is now 7m x 4m. The new kitchen end & hallway floors are 20mm above the new dining area. Concrete floors throughout. I am going to lay laminate over the entire kitchen/diner/hallway. So I need to raise the dining area 20mm to match. Also I will want to lay laminate on top ASAP. I thought about self levelling compound (but read about some nightmare laying it!). I was wondering if 20mm plywood would be a good alternative? Then no moisture worries etc. Any advice welcome!
