Help with central heating dilemma

I have recently removed a faulty Trianco oil boiler 102/117 approx.400,000 btu. serving 7 cottages. I wish to replace it with 2 smaller boilers. The reason for this plan is to run one boiler for heating say 3 cottages with the second boiler tripping in when needed to heat the further 4 cottages. Is this possible?
