Introducing cat. Tongue action...?

So because nobody has come forward to collect scraggy (stray we've been caring for), and it's cold out we are taking him in to the house.
It's not totally possibly to keep Alan (residentoverlord cat), separate from Scraggy to do a gentle introduction. So when they do come face to face, Alan is obviously a bit peeved. Backs off, stands on something high. But mostly sticks his tongue out! Not really in a licking face way. More as if to groom, but a good few feet away from Scraggy and clearly not wanting to be closer. So what does that mean?
(We're trying to keep scraggy in the kitchen and leave Alan with the rest of the house for a while, but meetings happen)
