I don't know much about dogs but in the next road to where I live here in France there is an Alsatian which is continually left outside, day and night. Recently the temperature has been down to -14°C. I went outlast night and passing by he looked pretty miserable and seemed hoarse from barking so much.

I have tried to get in touch with the owner but the (locked) gate is at the end of a long path leading up to the house and there is no ell/intercom etc

Another neighbour told me the guy is a dog handler so I don't know whether this is some kind of "super dog" which can left out like a husky or something.

The police are not interested and when I went to the town hall offices who are supposed to sort out strays, they weren't interested either, all though the woman at the desk did go out of her way to forbid cme to try to enter the property to talk to the owner as that would be illegal rolleyes

So, now what? I could leave a message on his gate but that's just going to be ignored.

ETA It's -3°C right now and just started snowing.

Is he in a kennel or just outside?

I'd carry on trying to speak to the owner.

Those of us who keep our pampered dogs inside find it hard to comprehend. However, I have many farming friends who keep their dogs outside regardless of temparature. Their dogs are fine.

No kennel, he just stands by the gate all the time and barks miserably. I've been trying to speak to the owner for weeks but short of camping outside his gate and catching him when he gets in there's no way I'm going to get to speak to him.

Once he's home there's no way of contacting those inside the house which is a long way back from the gate. This is obviously how the owner wants it.

I too don't like the idea of a dog etc being left outside in this weather unless it has lived outside it's entire life and has good shelter etc

EFP you mean.

Anyway I shall leave this in the hands of a closer neighbour who gets woken up at night by it barking. Might be a way to get things moving since the authorities here don't appear to give a damn for the poor creature.

Dogs can survive the outdoor life pretty well if designed to and a Shepherd is one of them.

However they are not indestructible and do need some protection such as a kennel with a bed of straw facing out of the wind in this weather. Even farm dogs have barns they can retreat to. Would also be interested to know if it's bowl of water is frozen!

Is there not an equivalent of the RSPCA.

More to the point he sounds like he has a lonely life frown.

This is true. A bit of shelter and they are fine

If all else fails, there's a gourmet meal to be had; head of the family gets the much prized dangly bits apparently.

That's a very good point. We are changing the water for the birds up to 4 times a day just now.

Add a teeny weeny bit of vodka; that sorts it (and the Dawn Chorus starts an hour later than usual)

I saw OH going out earlier with the bird bowl and some anti freeze. Luckily the two were not intended for each other.

Good to hear; a slightly later Dawn Chorus would be a joy, but none would be oh so sad.

BTW Did you do and submit your Birdwatch?

The dog is not a happy one, I live in Wales and see sheep dogs out all the time,yet they always have a retreat when the weather gets rough.
By the sound of the bark that the OP discribed, it may not be well, and the owner may not care I don't know.
I read a few threads on here and other forums , which annoy me and I dare not post my feelings as I may get flamed for doing so, being cruel to a dumb animal angers me so much.

Even if there's not one local (and let's be honest France is a HUGE country), by contacting one, they will almost certainly be able to point you in the right direction.

Good Luck (and it's worth it!) Every domesticated animal needs some decent form of shelter in severe weather.

Absolutely agree.

Firstly Driller, it is good that you are concerned and trying to do something to help. There's so much neglect and cruelty - it's endless and is saddening and infuriating.
Obviously from what you have said, this poor creature is cold and very miserable. It should have adequate food, water, shelter and care.
I really hope you can find a solution. Shame you can't rescue it from it's unhappy environment.

Many years ago I (with the help of my dad as I was only 10) may or may not have accidentally broken a gate which allowed the neighbour's dog which was cold, wet and p**ed off to escape, and I may or may not have caught it, and taken it into our house for the night............

Just saying OP, accidents DO happen.... If the dog hasn't food/water/shelter and it's below freezing, I'd be concerned.
