I've wondered the same thing myself; it seems like it would be a good move to me. I was happy to sort out and pay for vaccinations, spaying, defleaing, deworming, microchipping and the endless other things we had to get through with a new dog - I would happily have added 'dog license' to that list. As I see it you're meant to be prepared to make sacrifices and concessions for dog ownership - if someone is so easily put off by the license process then it's probably no bad thing they don't get to be dog owners!That said, I'd be interested to hear if there were other reasons why dog licenses might not be a good idea.

But if every complaint made about a dog was first dealt with by checking the owner's license, with an unlicensed owner having to e.g. pay a fine and get a license asap, or give the dog up.. Would that not be a step in the right direction?For instance, currently it sounds like police are reluctant to step in dog-on-dog attacks. If a dog-on-dog attack could be followed up by a license check, might that mean that the worst of the current dog owners are more likely to be dealt with.
