My wife says he's been outdoors wearing that thing for a week or so

And I know our cat is a tubby bugger and makes everything around him look emaciated, but if I didn't know better I would say that was a stray. Their other cat looks similarly underfed.

It's thoroughly stupid, particularly given the danger of the car getting trapped etc.

Big big no no. Several dangers for the cat. Owners should ALWAYS be told to keep their cats in whilst wearing those collars.

Could speak to owner stating you know cats shouldn't go out with them etc and wondered if they realised he was getting out?

I once took their other cat round to them, because she had a nasty cut requiring veterinary attention. Door was answered by a bare chested teenager with a fag in his hand who didn't seem entirely with it... You know some families you just don't want to engage with? I'm sure they must already be ignoring the vet's advice.

I'm a bit distrustful of the RSPCA, I wouldn't want to get the cat put down or start some kind of neighbourhood feud. I'm wondering if they are known to the village vet.
