This article probably rightly claims because we neuter Pet cats we are not breeding them to be Pets. The Exception being the Breeds.

What a load of nonsense, unsurprising given the source (not a dig at you OP).
I think the article makes a valid point but neutering is not as widespread as it suggests. There is certainly no shortage of home reared moggies, and just because an animal is stray does not mean it is less evolved - it could be a pedigree ragdoll!
Likewise 'feral' kittens could easily just be first generation.
