Dog constantly licking/chewing paws & other areas!

Wire Fox Terrier, 13 months old.
He's been licking/chewing on his paws/claws for a few months now.
Also noticed in the last week his willy (because the white coat turns a funny pinky colour - his saliva apparently). There is also a bit of a rash forward of his winkle.
Coupled with "Commando Dog" a lot in the same period.
Went to the vet about a month after we noticed this behaviour & they gave us a course of steroids. All this seemed to do was upset his system (regular squits).
He's wormed every 3 months & has advocate monthly.
He's walked every day & most days, a good 45-60 mins off the lead. I also take him on expeditions lasting 2-4 hours at least every other weekend.
From casual advice/internet, it seems it could be down to two things:
It could be said that he is a bit spoilt, in as much as I work from home & he has almost constant attention. He does sleep a lot during the day though.
His diet comprises Hill Science Plan dry food with a spoonful of tinned wet food in the evening with treats (biscuits in the morning & various meaty stuff) during the day, often in a rubber toy.
I know that this could be totally unrelated to anything I've stated above, but any experiences/advice would be welcome.
PS: I'm going to take him to the vet this week to check out the rash on his tum.

Watch when he wees. I used to have a Jack Russel who had a rash there & the same behaviour, turned out he was pissing 'upwards' and getting what I can best describe as 'nappy rash'. The cure was a weekly bath.Coupled with "Commando Dog" a lot in the same period.
