getting rid of an unwanted dog

Either me or my mum walked it every day (normally my mum would take it out in the morning and I'd walk it in evening). My mum died in february this year so I have been the only one who takes it out (For some reason my dad or sisters dont seem interested in the slightest). But I have my own life and i;m spending more and more time away from the family home and I feel the dog is getting neglected when I am not there.
It gets attention and is fed and let out in the back garden. But its not the same as an hours walk. I've asked other people to walk it when I am not there but they dont.
Also it seems to be malting a lot, not sure why this is. No change in diet or anything. Skin/fur seems healthy. I brush it when I am about but no one does when I am away and its annoying removing dog hair from the stairs every week.
it was born in november 2004 and is a jack russel colli crossbreed, based in blackpool lancashire.
Basically no one seems willing to give it the attention it deserves.

There are dog rescue centres throughout the country - similarly your local coucil will have a dog pound for strays.
BUT - why is it an unwanted dog? tell us the issues and perhaps we can suggest a solution beneficial to both the dog and you.
My council certainly doesn't any more.
