Training with treats

Hi all.
Training problem, any ideas appreciated.
We've been training our dog since a pup with treats he's now 16 months.
All is good, he comes to the whistle (mostly) sits at the kerb and generally behaves himself.
When it comes to putting his lead on he won't sit still and allow it till he's shown a treat. We started treats most of the time, now and again missing one to try and get the habit thing (this has worked with other behaviour). With the lead thing he won't stay put until he see's the treat in your hand. He's not running away or anything just avoiding the lead till his reward. Once on the lead he's fine (pulls a bit but he's still young and excitable)
This isn't a particularly food orientated dog, you can leave a sandwich or cheese on a low table and he won't touch it (he may stare at it), dosen't beg at the table. Any food given to him (generally in his bowl) is gratefully received.
