Strange dog behaviour post baths and haircuts.

We have two male spaniel dogs - a 10 year old Working Cocker and a 5 year old Springer. Neither dog has been neutered.
Three times a year we take them to a local groomers for their baths and 'haircuts' after which they come home lovely and clean and smelling freshly shampooed.
Each time the Cocker seems to become obsessed with the Springer. He will lick him and follow him around, whining and generally being a bit of a nuisance. If they are separated he will whine and wants to be with the Springer, even to the point of trying to hump him.
What is all this about and why does this behaviour only occur after they've been for their 'pamper sessions'? Any ideas?
