Personally I'd say 10 weeks minimum as most pups go through a fear stage around 9 weeks, so familiarity (and exposure) would helps them to be well natured, settled pups.
12 weeks. After about 10 weeks the mother tends to be leaving them a little more each day and around the 11/12 week they tend to be a bit happier about separation.
