Travel insurance & pre-existing conditions

Long shot, but wondered if anyone had any recommendations for either a travel insurance broker, or a direct company who are reasonable when it comes to travel insurance and pre-existing conditions. Short story long, it's for the OH's parents and a trip to Oz this Christmas. Her mother is fine and dandy, but her father has a couple of points that are of note in his history, including emphysema, and a DVT leading to a Pulmonary Embolism.

A search of the web seems to indicate a premium somewhere around the grand mark, which is a little rich, especially as he's had a few healthy years.

All advice welcome, especially recommendations for a previously used broker.
