I know the City is a working place. However my better half mentioned that she would quite like to go up one of the towers for the view.

Is there anywhere which has public access?

OXO Tower is not in The City, but great gag nethertheless.

Tower 42 accepts paying guests.

the view from the tate modern is pretty good (not very romantic) but you can get good pictures from up there!

It has an excellent restaurant, with views over the river. I take Mrs Blib up there at least once a year.

And I live 3 miles outside it and it is a town. It brands itself as a "new city" but has never gained City status.

As posted above, Tower 42 has a champagne bar near the top. I think there is supposedly a viewing deck / bar / restaurant opening in the Heron Tower sometime this year?

The Shard (not quite the City, but close) will have a viewing area when it opens also (no idea when this is..)

^ a direct link to the champagne bar at the top of tower 42. I've been there a few times and can't think of a better view in 'the city'.

Although somewhat swamped by modern buildings, you can get to the top of The Monument.

The City is obviously a "working place" but is also deeply interesting - lots of historic stuff tucked here and there. Guildhall is worth a look.
