Doesn't sound like a bad idea, need a rule/system like that for the UK death trap smart motorways.

Many cirucmstances where hazards wouldn't be visible; rear impact, electrical issues, etc.

If I read the article correctly it also sends out a signal alerting emergency services which seems alot better than walking along a hard shoulder in the rain/dark/hot sun seeking an emergency telephone if you can't get a signal on your mobile
. Also you may not know your location

AKA a 'road flare'. I bought a pack of three more basic ones from Aamazon UK several years back and keep one in each car; they're far better than an emergency triangle.
