I agree with you re the AIO holidays to Sal & Boa Vista - wouldn't touch them with a bargepole.
However fly to São Vicente stay in Mindelo for a few nights then a ferry across to Santo Antão would give you a completely different impression. You'd have to make all your own arrangements though.
Our next trip there will be to Praia, Fogo and Ilha Brava - maybe next Christmas.

We have been to Cape Verdi three times, stayed at different hotels in Santa Maria, never had a problem.
This was before Covid so things may have changed?
It’s the all inclusive Riu Palace hotels in Boa Vista and Santa Maria, where the problem started.
They have been discussed on PH a number of times.
As said, this has probably killed Cape Verdi’s tourist business.

The original problem may have started at the Rui hotels, but ongoing cases has caused sufficient concerns for the Health authority to issue a warning just 2 months ago as per the embedded link (albeit the article doesn't provide the source of the cases):
