Been kind of the default position on EasyJet and Ryanair for a while with the expectation that if you bring a small carry-on you’ll put it under the seat. IIRC, Jet2 allow a large carry-on in the basic fare, but they tend to tag smaller items as underseat if you pass checkin. I’m sure with any airline you’d find the crew urging passengers to put things under the seats if the lockers were full.f

Not surprised after a recent flight and the amount of bags people bring on with them. Hardly fair when someone with one bag hasn t got anywhere to put it because someone has bought 3/4 bags on board with them.
I can board a plane with one backpack within size and weight regs and get tutted at. Yet you get women who bring on say the same backpack, a handbag, duty free bag, coat, food bag etc Shirley the next phase will be to weigh passengers and charge/kg?....................

This. Normal for years. That and checking in large hand luggage at the gate when space gets tight.The former Soviet Union had Russian passenger aircraft that didnt need all the checked baggage and carousels nonsense. You entered downstairs with all your bags, stowed them on shelves and then went upstairs to the passenger cabin.
It didn't catch on, not least because after collapse of the Soviet Union their airlines switched to quieter, more fuel-efficient Western aircraft.

Even some of the legacy carriers now have 'personal item only' Economy Light/Basic fares.Ryanair and Easyjet have charged for overhead storage for years. You won't have noticed if you pay extra for "speedy" boarding and or "pay-for-seat-selection" (both sucker tax unless you really do want overhead luggage) as that's what they bundle it with.
We travel with underseat bags only in the EU - saves a lot of money and its quite surprising how much you can fit in the regulation sized small bag.

Airport shopping has always been exempt from the baggage limits. Your other passenger seems to be carrying a large carry-on bag, a personal item (handbag), 2 airport shopping bags (debatable, you’re definitely allowed one but I can’t imagine any airline will stop you as long as it’s not ridiculous) and wearing a coat. That fits most airline’s definition of what you’d get if you paid for 1 large carry-on bag.Shirley the next phase will be to weigh passengers and charge/kg?....................
