Transit through Kuwait - British Citizen - Visa required?

I'll be changing planes in Kuwait on Sunday evening on the way through to Chennai, India.

I have 3 and a half hours between flights so wouldn't mind taking a quick taxi tour around the city.

According to the net, I can get a free entry permit on arrival, but then it goes on about visas and a charge.

Can anyone please clarify the situation - do I need a visa to leave the airside of the airport, and if so, can I get one on arrival and how much does it cost?

Also, can anyone recommend sights to see on a quick (1.5 hour) tour from the airport, on a Sunday evening?
