cheap flights - are they held back?

Looking to book a couple of flights to Ancona or Rimini next August and quite keen to buy in the next couple of days before the VAT goes up. However a pal says we'd be better off waiting till Spring when a load more seats are suddenly made available. Any travel experts on here who know whether that's true or not?
