Refuse Collection - who's responsible.

I'm particularly talking about commercial collection via the large plastic bins but the same could apply to all bin collections (not sure if bags is the same).

Once the rubbish is in the bin, who is responsible for it?

When items drop on the floor during the emptying process, are the collection company responsible for clearing it up?

I hate littering of any kind but it grinds my gears when I have to drive/ride over glass.

I'm yet to see the refuse collection company clearing any mess they've made.
Ask council, they run street-sweepers?

In an ideal world, you'd think whoever made the mess would sort it out. Probably breaches their human rights/health and safety rules/religious freedom.

worth getting onto the council ,direct and/or through fixmystreet , the lazy lot doing our bins used to spill most of it the road so i kept on at them and it seems to have stopped

funny how the public can be fined for dropping a sweet paper but the bin men can do what the like
