ebay muppet advice

Hello all, I'm still all rather new to ebay and never had a deal go wrong before now so I'd like some advice on how to proceed.
The story...
I was looking for some parts for my BMW when I came across this guy selling some one ebay as parts that he had bought but not fitted to his car before trading it in. They were up at £149.99 starting bid, £19.99 postage and £209.99 buy it now.
I contacted him via ebay to ask if they were suitable for my car (as they varied depending on suspension type).
He got back to me to tell they were fine for my car.
I got back to him to say thanks and ask if he still had the receipt for them for the warranty.
He replied to say that he did, and that he would end the item early for £200 lus postage.
I said that I didn't want to pay more than £200 all in as I'd rather get them brand new from a retailer for £250 if that was all the price difference there was.
He replied to say no and that he wanted £200 plus postage.
I then thought I'd leave it and see how the auction went.
He replied after a day or two to say that he would now take £210 all in.
A day or two later he replied again to say he would now take £200 all in.
I didn't reply as the auction just had two days left to run so I thought I'd see how that went. Plus I'd now seen an ebay trader selling them brand new at £209 inc postage.
The end of the auction comes and I win them at £149.99 plus postage. Basically there were no other bidders.
He replies shortly after to say that he hopes I honour my offer of £200 via paypal and that anything less will be refunded.
I reply to basically say no chance. You refused my offer so I let the auction run. Its not my fault that there was no other interest. I'll be paying the final auction amount and if he doesn't send the item or returns my money I'll be lodging a complaint with ebay and he will lose his 100% positive feedback.
Finally he replied that he has relisted the item, that he will not send it and that he will lodge his own complaint.
So, how do I proceed?
If I don't get the item from him its not the end of the world, after all it will only cost me £40 more from a respected trader. However, I feel a bit hard done to here and want to ensure this is sorted out.

He says HE is going to complain?! Hahaha, gold. You have played this one pretty well and exactly within the letter of eBay rules. He is just as legally obliged to sell you this item for the £150 ending price as you are to pay him for it. Also, the chances of him even daring to complain to eBay are very slim, since he tried to do a deal outside eBay, which is banned under their rules.
If I were you, I'd pay him now. If it's by PayPal he's going to be in a sticky situation, completely obliged to send the stuff, and there's virtually no risk to you. Either you get the parts or your money back

As you`ve completed a transaction with him, ebay will have sent you his address. Drive round there and poke him in the eye 
Alternatively leave it and move on, you`ll get absolutely no-where and just wind yourself up. Life`s too short chum, buy them from the reputable dealer and get the correct parts and a receipt!!

I suppose you could argue that you expected the seller to alter the buy it now price for you accordingly?

I know it seems a bit glib, but that is exactly what I would have wanted him to do. There is no way was I sending paypal to someone I don't know outside of ebay.I suppose you could argue that you expected the seller to alter the buy it now price for you accordingly?

Also, I'm not getting into a face to face confrontation about something so minor as this. Don't get me wrong, I have no problems with something like that, just not for something so small...

Pay him through the auction! If he doesn't send it then you'll get your money back immediately, PayPal's buyer protection is pretty absolute, and no seller wants that kind of thing on their record. At the moment, you are in the wrong for not paying up, so crack on.Also, I'm not getting into a face to face confrontation about something so minor as this. and my worry about that is the hassle of dealing with paypal to get the money back and the time the money won't be in my bank account Unless, of course, you dislike him enough to resent paying him at all!
Also, whats to stop him sending a box weighed to the right amount with rubble and then the hassle I'd have proving non receipt?

Beat me to it Honestly, PayPal's designed to protect the buyer and does so pretty viciously. I've never done it myself but have heard of payments being refunded immediately when someone complains of an item not arriving, without even consulting the seller!
I guess my question is, how much hassle do you want?
The right path is to pay through paypal and wait for the goods. If anything is wrong with the goods or they do not turn up you can raise a complaint and get the money back, it is very simple to do so.
The easy paty is to say sod it, and get the parts from someone whom is less of a cowboy. BUT raise this with ebay in any case as you do not want any negative feedback (I am sure there is a way round for sellers to do this if they list you as a non payer)
