Inter-species sex, why is it illegal?

Ok I know it's not a nice thing, but leading on from the donkey humping thread, why is it illegal for a human to have sex with another species in the UK? It's relatively harmless (unless the animal was not consenting, however that'd be covered by animal cruelty laws ) and doesn't really cause distress to anyone else, so why is it illegal?

P.S And no comments about the Welsh becoming an endangered species if zoophilia was legal

I remember seeing a program on channel 4 a couple of years ago about it. There was an American guy who lived in a caravan and was having special relations with his horse.
