99% humidity?

Just noticed on the weather forecast that it's projected to be 99% humidity tonight.

Hope they've not underestimated as surely 100% humidity is pure water and we'll all drown!?

No. % humidity is relative to the amount (proportion) of water vapour that can exist in equilibrium with air at a particular temperature.
e.g. in winter it might be 80% humidity at mid-day but, at much lower temperatures at night, that same amount of water vapour would exceed 100% so there will be condensation - mist/dew or hoar frost if it's below freezing.

Saying 99% is a bit daft really; they should just give the mist forecast it entails, since that means something to people.
