Slightly under budget and not a bad start, though you may find yourself dragged down with the rest of us.

I would spend your budget on a razor then get the other bits later, it will be the razor that makes the biggest difference IMO.
I am using a double edged safety razor and getting excellent shaves, still using shaving foam at the moment but may get the brush and soap as a treat for Christmas. The razor and blades are the most important parts.
The problem is, once you 'get into it', all the components are vital to the best shave possible. If it were me, my priority would be on the brush and I'd be spending two or three times his budget on that alone.
Having said that, the most important things are actually a combination of preparation, patience and skill/experience. All of which cost zero but are vital to the best experience.

Once you get used to de shaving probably feathers, but while you're finding your feet probably personna reds or similar? The Timor I selected is quite a gentle razor - you may benefit from quite an aggressive blade, or maybe go for a slightly more aggressive razor and milder blades...
Rather than go for the first one, take a look at the more reasonably priced examples here: click. The Merkur 42 doesn't look like bad value.
BTW - I'm not recommending shaving shack above any of the other fine purveyors of shaving stuff, just they have the easiest to navigate and link to site. I like Connaught too.

I can't agree with the brush bit but your last statement is spot on, taking my time and knowing my hair growth has been the big difference. I actually enjoy shaving now Having said that, the most important things are actually a combination of preparation, patience and skill/experience.
