An EU exit would give the UK government the right to decide who can and cannot enter. They could decide to let no one in or they could decide to allow the whole world to move here.

Neither of those decisions are determined by leaving the EU. Those decisions would only be taken by the current British Government, now or in the future. If the Greens were in power, they would probably want to let more people in, UKIP probably less. But they are both very, very unlikely ever to hold the majority of power in a UK government. It will still be either Labour or Conservatives in government, neither of which have shown themselves to be anti-immigration (Labour opened the flood gates in the first place and the Tories seem to love cheap foreign workers). Remember, the EU referendum is not about whether UKIP run the country and "boot" all the foreigners out. It's about a UK government - elected and more importantly de-elected, by the British voters - determining how they want immigration "managed" (key word). Currently 742m people in the EU have the right to live and work in the UK. That could rise by another 140m if Ukraine and Turkey join in the future. The UK government and therefore the UK voters, tax payers, population have no say over any of these people moving here, whilst we are members of the EU.

However, immigration (or rather control & management of immigration) is only one issue of many that being a member of the EU or not, is a cause for consideration.
