Yes, the two black lines where the stamp would be indicate the postage has been earmarked for payment upon successful delivery. I don't believe there's a pre-payment, it's only charged if the envelope is sent back.

I also believe that if you put your own stamp on a pre-paid envelope then there's no charge to the recipient.

from the point of view of can it be posted without the OP purchasing a stamp ( or equivalent payment) - yes it is .

No, it's a picture of a pre-paid envelope.

But is it only prepaid to the original recipient? What would happen if you crossed out the printed address and put someone else's?

Technically, it's not pre-paid - it's Business Reply, which means the recipient doesn't pay until the reply is delivered (Royal Mail invoice them based on the number of bar coded envelopes they process).

Apparently, if you change the address on it it's very likely to be delivered to the new address - but could constitute fraud since you're obtaining a financial advantage by misrepresentation.

It's not pre-paid at all. It's just another cleverly dressed up PCP deal. You'll get your fingers burned if you go near a post box with that.

Oh, and don't try to get it re-mapped - your insurance will automatically be cancelled. grumpy
