I'll keep this brief, as it's a tedious subject and the item is of low value ... However I've never had the need to raise a non-receipt claim through PayPal and the next step seems a bit odd?!

Basically, item ordered from America, which arrived at the DHL sorting facility, approximately 20 miles away from where I live. The tracking number states that the parcel has arrived in the UK, but the parcel hasn't made it to me! It's been two months since I placed the order and a month since the parcel arrived this side of the Atlantic. As such, I raised a non-receipt and provided all the relevant information. I've also been in contact with the seller, to no avail.

Anyway, the seller has responded by providing the tracking number - I also provided this in my original e-mail. However PayPal is now asking me to respond ... although it doesn't appear as though I can respond, other than cancel the claim or change the reason for the dispute. Am I being thick?!

Shall I just change the reason, or accept the loss (only £25!) and cancel the claim?

Give them a call, I've had to speak to them in the past and when I eventually got through, they were pretty helpful.

This happened to me a while back.
It turned out there was a customs charge on the item to pay so it got detained for AGES!
DHL wouldn't release it until it was settled but wouldn't tell me how to pay until I contacted the customer services line

What have DHL said about the parcel?

It's most likely waiting for you to pay the import duty & VAT before it's released to you.

This is almost certainly it

Normally they send a text message and email to pay with a link for the payment portal and my local DHL now advises they will attempt delivery and you can pay on your doorstep with the driver if you wish but I haven't experienced this.

DHL and import charges AAARRGGHHH

I sold something to a guy in Mexico, he got it, changed his mind and sent it back via DHL, he declared it's value at £150 which was corrrect ,they gave me the goods with an invoice or duty, vat and a handling charge.

I proved the goods were mine by sending them proof 3-4 times but it got as far as threatening me with bailiffs before it got quashed

DHL are an utter PITA with customs clearance

good luck, your item has probably been auctioned by now
