BCA buying cards, which is best?

You need to have sold a certain number of cars in the previous year to qualify for each tier/card; I would have thought a black car offers the best rates (you need to have sold >500 cars to qualify).
Thanks tim,500 is quite some cars.
Would there be any such card holders around Northwest ?

You'll still see a worthwhile reduction even on the lowest level of card.
BiL and I bought a car each from BCA about a decade ago and the fees were halved iirc when we switched them to a friend's lowest level account.
Did him a favour as well as, at that point, he was focussing on the workshop side of the business and was struggling to hit the required number for that year.
