Looks like a DME/VOR beacon - radio navigation beacon for aircraft.
How dare you come up with the truth - there was all that excitement of HARRP & The Illuminati.

That’s a DVOR aviation navaid. Doppler VHF Omni-range.
Each of the little pods is an aerial and the radio transmission is modulated so it rotates, the aircraft has a dial showing which radial they’re on.
They’re usually co-located with a DME. Distance measuring equipment which gives a cockpit indication of distance to the beacon. (Actually slant range rather than over ground but that’s a detail).
So the pilot will know that they’re 18.6 miles on the 277degree radial from wherever the beacon is. (Identified by frequency & morse ident)
I loved working on the valve output stages of the Butler 1020 DME, sheets of flame across the workshop if your soldering wasn’t perfect due to the 4500 volts in the power amp.
The DVORs used to be made by Racal, no idea who does them now. 30 years since I was a wet behind the ears Air Traffuc Engineer learning how to drink at Bletchley CTE.

My ex girlfriend was on streetview for a few years. She'd gone out to the front porch to grab the free newspaper in her slippers, dressing gown & with her hair everywhere. Was classic. Said she's seen the google car going past & bet they'd got her looking like something the cat dragged in. They had.
