I believe it’s an old medical instrument/tool used for early forms of vasectomy, prior to keyhole surgery. You’re missing the hammer.

It is the anvil from a Massey clear space open die forging hammer. A small one at that so probably from a village blacksmith shop.

Massey are no longer producing but there is a roaring trade in the larger ones. Very useful
if a little dangerous. The art of forging is still alive and well if you know where to look.

It's part of the HomeHell catalogue range of things to stub your toe on. They also have an interesting collection of assorted upturned plugs to step on.

I buy a lot from their food hall range. The summer fruit cordial attracts insects far better than their nearest competitors, guarantee a wasp swimming in your drink after 10 minutes or your money back.

Even the brochures will inflict a paper cut under the fingernail 50% deeper than their nearest competitor.

Yep, from electrical goods with a flex slightly too short, to plastic picnic containers that leak and mugs that break at the handle just as you take a sip, HomeHell literally has everything anyone could want to generally aggravate your day and inflame your menses.

Available from Robert Dyer, Wilko's, The Range and various independent garden centres. Just look out for the wobbly display stand.
