Help to identify...

I'll try to keep this brief:
out near Hebden Bridge today looking at some potential jobs which need pricing up. One location is only accessible along a canal towpath (Calder and Hebble Navigation). On the opposite side of the canal, there's a steep embankment and no towpath. Trees grow right down to water level, and hence some (presumably overhanging) trees have been felled. The odd thing is that on at least a dozen of the cut stumps were these things in the photo. I first thought they might be some variety of ecoplug which I've not seen before but they look more like a load of coloured pencils stuck in a piece of wood. Art installation? Something religious? Some weird type of homemade anti-bird spikes?
I can't find any reference to them online - probably because I can't think of the right description to search under. Any ideas?

To be exact it was a few miles along from Hebden, closer to Elland, but I was talking about it to a mate whilst out running this evening. We both thought it has to be some sort of artist piece. Nothing else seems to make sense:
Eco-plugs; too big and they were "mounted" on a piece of wood on top of the stump not directly into the stump.
Anti-Heron spikes put there by local fishermen. No need for so many, why all the colours? And also surely the herons would just sit on the next nearest tree.
Religious/cultural: didn't seem.to make sense.
We decided it must me the hippy/arty influence of Hebden Bridge. They're very colourful, and look a lot more decorative than practical. And of course, Hebden Bridge is a very, very unusual town!!
