Has anyone ever applied to the House of Lords as a cross bench peer?

This is what is wrong with the world today! There should be no reason whatsoever that any sane person would not know where that quote is from so the part in brackets should be completely superfluous!!!

Had no idea you could apply.

Remember hereditary peers were made no more few years ago but thought you had to get 'promoted' or 'moved upstairs' from the Commons.
