Clearly lots of people WOULD say it as it is written. There's a definite split of people who would read it as Fourteen and those who would say One Four, I doubt its an even split of course but the stadium announcer was clearly a "One Four" person as demonstrated by the video.. Anyone with any regular experience of reading numbers out loud would read it as 1 - 4 rather than 14, just to avoid the possible confusion with 40, I reckon. Doesn't matter that you don't get number plates with 40 on them, it'll be too natural to do it differently for a number plate.
I'd certainly read it as individual digits personally.
