I was particularly thinking about clothing.

Why do some trousers have turn ups? Why do suit jackets have buttons (often 4) on the cuff?

But I guess it could be applied to many things.

back in the day when the streets were full of mud you had to turn up your trousers when you were walking in the streets. Of course you had to turn them down when you were in the comfort of your house.
