It has the appearance of a cleco pin aka a skin pin

It doesn’t look like it would function in the same way though

The knurled ring looks like it's part of a light fitting. Brass bulb holders have that, Is there a hole for a flex in the narrowed bit?
Absolutely no idea what it is otherwise

It's a Blue Steel Stand-off atomic bomb initiator.
It will be highly radioactive and should only be handled wearing full NBC gear and remote respirator. .
What is it doing out of its' lead container?

Well spotted! I've popped it in the post to you as your the expert!

Sealed both ends by the look of it, initially it had a lot of the look of a humane dispatcher but obviously isn't.

Definitely not a powder flask or measure, I suppose it could be a hand warmer although it's an odd shape for one, I worry what else it could be to warm......

Unlikely to be an oiler but I see what you mean, they tend to have a spout or more commonly a little spoon on the bottom of a lid, you would spill half the oil trying to use this I think. It looks to me like something fits inside it, like a protective case maybe, or a part of something else like an electrical conductor.

I've something of roughly the same appearance / dimensions... a scalpel holder, RAMC ww2 issue.... mine has a wire rack inside with the 2 scalpels suspended in it...

Probably entirely wrong but......

My punt is that is a part of some sort of mine detonator, sea or anti tank.
