1 hours exercise a day?

Why has seemingly everyone decided we are confined to 1 hours outdoors exercise a day? Please correct me if I am mistaken but to the best of my knowledge current guidelines are 1 form of exercise a day staying within a reasonable distance of where you are staying
But no specified time constraint. Why have people latched onto this idea. I've recently got back into cycling and am quite happy passing the time out in the lanes and trails for hours and hours. closest I need to come to someone else is whatever the width of the road is. Easily 2m+.
I'm talking about uk by the way, aware other countries are specifying a 1 hour limit.

I think the one hour thing has come from a number of speeches by officials.
A quick google brings up this as an example where Gove is talking about a walk of up to one hour or a jog or a cycle ride of a shorter duration.

Technically one period of exercise per day is allowed, but there is no time limit on that, however you are expected to stay close to home, so I'm guessing that rules out those going for 70 mile bike rides!
Common sense needs to be applied, if we keep taking the piss then tougher measures may be introduced.
I take a 30 minute bike ride every other day, a 6 mile round trip. Its enough.

They asked us very nicely to limit our time outside our homes as much as possible. Gove quite reasonably suggested an hours walk or a half hour run would be about right. The legislation is the last resort, it’s separate to the guidance and shouldn’t be treated as guidance, they’ve asked us to apply common sense and use our better judgment. I’d suggest a 2 hour run isn’t really limiting your time outside the house. It might not be contrary to the legislation but it’s not really in the spirit of things is it? A bit like nipping to the shop for a single item, not against the rules but still a dick move.

Don't get me wrong - I DO 100% think we need to avoid activities that would potentially put any stress on the NHS - I wouldn't drive 50 miles to go for a walk!
But I am conscious that some constabularies have taken rather a hard line - drones in Derbyshire? Okay, people drove to the car park, but it might have been 5 miles from the village, and going there gives a decent socially distanced walk!
